Mayor Toups Continues LMA Leadership Role; American Idol Star John Foster Attends District Meeting

Local officials gather for Louisiana Municipal Association District H meeting in Addis

Addis Mayor David H. Toups continues his role as Vice-President of District H for the Louisiana Municipal Association (LMA), representing the 26 municipalities in the region. The Town of Brusly congratulated Mayor Toups on social media following a recent LMA District H meeting hosted by the Town of Addis.

According to the LMA Executive Board listing, Mayor Toups serves as District H Vice President, one of ten district representatives on the statewide organization’s leadership team. The LMA has been advocating for municipal governments across Louisiana since 1926, promoting local government interests by shaping legislation and providing education on municipal issues.

The meeting drew attention not only for its municipal business but also for the attendance of local celebrity John Foster Benoit, the 18-year-old American Idol runner-up from Addis who finished second in Season 23 of the ABC singing competition. Foster, known locally as John Foster, got his start performing at West Baton Rouge venues including Side Porch Daiquiris in Addis and Charlie’s Lounge before rising to national fame.

Foster performed multiple songs for the assembled municipal officials and attendees during the meeting, including John Denver’s “Country Roads” and “How Great Thou Art.” Multiple elected officials documented the performance, sharing photos and video on social media.

Addis Town Councilman Dustin Hรฉbert shared photos and video from the meeting, showing Foster meeting with local officials and taking photos with attendees, including Hรฉbert’s daughter. Port Allen City Councilwoman Charlene Gordon (District 1) also recorded Foster’s performance. Hรฉbert praised Addis Town Clerk Jade Simpson, calling her “the best town clerk in the state.”

The Brusly High School graduate has become a source of pride for West Baton Rouge Parish, with Mayor Toups previously stating, “You’re beaming with pride. Not only is he just from here, he’s like family as well.” Foster was honored with a parade in Addis and a waterfront concert in Plaquemine after advancing to the American Idol Top 3.

Foster’s appearance at the municipal meeting highlighted the intersection of local celebrity and civic engagement, as the young performer continues to maintain ties to his hometown community while pursuing his music career.

The LMA Executive Board includes representatives from all ten districts across Louisiana, with current LMA President Rick Allen from Leesville leading the organization. District H encompasses municipalities throughout the region, with the vice-president position involving collaboration with other municipal officials to share ideas and address common challenges.

The Louisiana Municipal Association continues to serve as the primary advocacy organization for the state’s 303 municipalities, providing education, legislative advocacy, and networking opportunities for local government officials across Louisiana.
